Invitation to Quote for the provision of Vietnam language training course for one officer at the Singapore Embassy in Hanoi

1. Contract period

The Singapore Embassy in Hanoi would like to invite quotations for the provision of Vietnam language training course for one officer at the Singapore Embassy in Hanoi from 3 April 2023 to 15 September 2023 (dates subject to change).

Interested parties are to contact Ms Ngo Thu Phuong at email: ngo_thu_phuong@mfa.sg  to request for the Quotation documents (requirements, conditions of contract and annex for vendor’s completion). The Quotation documents (requirements, conditions of contract and annex for vendor’s completion) and Award notice will be sent through email or disseminated by hard copies to all interested parties at the Embassy.

Please contact Hanoi_Procurement@mfa.sg if you require any clarifications pertaining to the Quotation documents during the open quotation period and before the closing date. There will be no extensions to the closing date.

All interested parties must submit their bids i.e. completed annex B, proposal and company profile to the following email: Hanoi_Procurement@mfa.sg. If the company profile file is too large to be emailed, it can be mailed to the Embassy instead.  Agreement to the Embassy’s conditions of contract must also be indicated in the bid email.

2. Closing Date

The quotation opening period will be from 6 February 2023 0900 hrs to 14 February 2023 1700 hrs.

All quotations must be submitted via email to Hanoi_Procurement@mfa.sg and addressed to First Secretary (Administration & Consular) Tan Huay Peng latest by 5 pm on 14 February 2023.  Late submissions will be disqualified.

3. Validity of Quotation

The submitted quotations must be valid for a period of 90 days from the date of submission.

4. Evaluation Criteria

All bids submitted will be evaluated based on the criteria listed below.

[Note: The awarded proposal shall meet a minimum “Quality Score” of 30%.]

5. Award of Quotation

The award of quotation will be posted on our website and bulletin board at the Embassy.
